Cao Thuy Duong to attend Miss International 2008 Contest

After the Miss Vietnam 2008 scandal (Thuy Dung hasn't finished high school when attending the contest!), Vietnam's Department of Performing Arts has decided to send Cao Thuy Duong to attend Miss International 2008 pageant which is scheduled to be held in Japan and China from October 19 to November 8. 
Cao Thuy Duong is one of the ten short-list in the Miss Vietnam 2006 Contest and won Miss Talent in the Miss Sport Vietnam 2007 contest. Let's have a look at Cao Thuy Duong, however, I personally don't like her and think she's not qualified enough to represent Vietnam in such a big contest.
